Smart-city initiatives are nationwide, with individual cities and metro regions taking a multitude of paths to creating a more efficient, productive interaction between vehicles and their environment. This 60-minute Technical Webinar from the editors of SAE International examines the latest initiatives in vehicle-to-infrastructure (V2I) and vehicle-to-everything (V2X) communication – the first steps toward a genuine smart-city vision. In the spotlight will be the Tampa-Hillsborough Expressway Authority (THEA), one of three groups selected by the U.S. Department of Transportation for a connected vehicle pilot program.

THEA’s planning director will provide an overview of the CV Pilot Deployment program, its technical challenges, and the advances and lessons learned. He’ll explain the steps taken to incorporate innovative connected vehicle technologies into the road systems. THEA’s approach has been to investigate not just limited access facilities and managed lanes but also the interaction with the arterial system to provide increased mobility and safety.

One of THEA’s partners will discuss the technical aspects of the program. Topics will include safety and mobility applications, data collection, security, privacy, communications, vehicle and infrastructure interoperability, total cost of ownership, plus lessons learned toward deployment throughout North America.

The third speaker, the chair of SAE’s C-V2X technical committee, will provide insight on the use of cellular technologies for connected vehicle applications, covering direct V2X communications, the use of cellular networks, and how these segue into 5G applications for use in smart cities. The Webinar will also look at how this communication is being standardized at the radio level and even at SAE at the applications level.

Bob Frey, Planning Director, Tampa-Hillsborough Expressway Authority 

Bob Frey serves as the Planning Director for the Tampa-Hillsborough Expressway Authority (THEA) in Florida. He has more than 27 years of planning experience, working throughout the United States. As the Project Manager for THEA’s AV/CV projects, Bob coordinates initiatives at the federal, state, and local levels. He holds a master’s degree in public policy from Baylor University, is a member of the American Institute of Certified Planners, and is a graduate of the International Bridge, Toll, and Tunnel Association Executive Leadership Academy.

Dave Miller, Principal Systems Engineer, Siemens Intelligent Traffic Management

Dave Miller is the Principal Systems Engineer at Siemens Intelligent Traffic Management Division in Austin, TX. He has more than 36 years of experience in the management, design, and development of critical control systems including traffic control, transit control, and connected vehicles. He holds an electrical engineering degree from the University of Iowa, where he has done graduate work in control theory, and a master’s degree in engineering from the University of Texas at Austin. Dave is the Chair of the ITE/AASHTO/NEMA Joint Committee for Advanced Transportation Control and the Chair of the NEMA 3TS Transportation Management Systems Technical Committee.

Jim Misener, Senior Director, Technical Standards, Qualcomm Technologies Inc.

Jim Misener is the Senior Director of Technical Standards at Qualcomm, leading automotive and transportation standards activities and working on development and executing strategies to establish cellular V2X ecosystems. He holds several board seats, most notably with the 5G Automotive Association. He also chairs and belongs to standards groups at SAE, IEEE, and ISO. Jim was a pioneer in vehicle highway automation and vehicle safety communication at the California Partners for Advanced Transit and Highways (PATH) at UC Berkeley, beginning in the mid-1990s. He has served as the PATH Executive Director and Executive Advisor to Booz Allen Hamilton. Jim holds bachelor’s and master’s degrees from UCLA and USC.
